Charter Amendment. Mobile Home Park Rent Stabilization

DO THE QUALIFIED ELECTORS APPROVE THE Amendment of Chapter 3 Title 11 of the Watsonville Municipal Code pertaining to 'Mobile Home Park Rent Stabilization' and the addition of a provision to reconfirm and clarify that the original intent of the Mobile Home Park Rent Stabilization Ordinance is to provide for full vacancy control by not allowing rent adjustments after the in place sale or transfer of a mobile home to a third party, except where the prior tenant received special concessions not extended to others resulting in unusually low rent, and would require those park owners who raised rents upon the in place sale or transer of a mobile home to reduce rents to that which would have been charged had there been no sale or transfer?
