The Housing Authority of the County of Santa Cruz provides affordable housing to thousands of low-income individuals and families in our community each year.

The Housing Authority also provides services under contract to the County and municipalities. Security Deposit, First Time Home Buyers, Mortgage Credit Certificate and Mobile Home Resident Ownership Program are just some of the programs the Housing Authority administers for local governments.

ELIGIBILITY: Based on income and federally established preferences.
Mission: The mission of the Housing Authority of the County of Santa Cruz is to promote access to quality affordable housing, utilize housing as a platform for improving quality of life, and support inclusive, healthy and sustainable communities free from discrimination.
Programs: The largest and best known programs operated by the Housing Authority are the federal rental assistance programs: the Section 8 Housing Choice Voucher program and the Low Income Public Housing program as well as the USDA Farmworker Housing Program. To a smaller extent, the State of California programs also provide housing assistance such as the seasonal Migrant Housing program or the Rental Housing Construction Program.

Housing Plus is designed to help families in the “Housing Choice Voucher” and “Low Income Public Housing Programs” become more self-sufficient. Participants sign a Contract of Participation that outlines their goals towards self-sufficiency and their plan to reach those goals. As their family’s share of rent increases due to increases in their earned income, the Housing Authority puts money aside in an account for them. Participants have five years to complete the goal and receive their money. The Housing Plus staff helps participants achieve their self-sufficiency goals, including freedom from welfare, resulting in graduation from the program.
