
REGIONAL FIELD MANAGER – (2 POSITIONS)
MANAGEMENT GRADE 4 - HEADQUARTERS
POLITICAL ACTION DEPARTMENT
SALARY starts at $76,383
DUTIES: This position manages the day-to-day communications, reporting and tracking of political field staff and activities in selected states. Develops, implements and monitors field and GOTV programs that support the goals and objectives of the Political Action Department and AFSCME. Provides mobilization support for federal, state and local elections, including candidate, legislative, issue and PEOPLE fundraising campaigns. Develops, implements and evaluates comprehensive field operations for political campaigns, including federal, state and local elections, ballot initiatives, issue, legislative and PEOPLE campaigns. Manages field programs including, but not limited to, voter registration, member mobilization, voter contact and get-out-the-vote activities in assigned campaigns. Develops campaign plans with appropriate goals and benchmarks and is responsible for meeting those said goals. Directs Political and Legislative Advocacy Apprentice recruitment activities for their region. Supervises AFSCME Political and Legislative Advocacy Apprentice staff in their region. Develops training and activities of apprentice positions in assigned region. Develops, maintains and works on an on-going basis with council and local affiliates in their assigned area. Assesses and tracks programs for AFSCME field operations, providing reports and analyzing data as required. Represents Department at various forums and functions. Utilizes advanced targeting, data and research to enhance field programs. Develops and nurtures relationships with community partners and allies at the federal, state and local level to advance the Department and AFSCME’s agenda. Researches electoral and campaign operations, including field, media and GOTV programs. May perform other duties as assigned.
REQUIREMENTS: Graduation from an accredited four year college or university with course work in labor relations, communications, political science or liberal arts; 7-10 years of experience in labor, political or community organizing and campaign communications, including five years of communications and campaign work, or a combination of education and experience which provides the following knowledge, skills, and abilities: Thorough knowledge of field and GOTV operations, ability to draft and execute political and field plans, ability to analyze and comprehend polls, including crosstabs, ability to recruit, train and supervise staff, ability to develop and maintain professional relationship with council and local affiliate leaders, staff and activists as well as coalition partners and political operatives, advanced understanding of data and targeting, including micro-targeting, NCEC and demographic targeting, advanced understanding of AFSCME operations at the national, state and local level, effective skills in public speaking and training, effective written communication skills, knowledge of campaign databases and voter files, ability to monitor campaign developments and make recommendations based on those developments.
