Job Description
The Assistant Director of Research for the Public Division supervises research activity in support of worker based organizing, bargaining, and related public policy/legislative efforts in the national office and in the locals as well as playing a leadership role in the Research Dept.
Primary Responsibilities:
• Coordinate short and long-term planning, implementation and evaluation of research programs for the divisions. Work closely with the Public Division Director and other division staff on development and execution of division program as defined by division boards. In particular, the Assistant Director of Research shall prioritize:
1. Developing “breakthrough” campaign opportunities for public division locals. A “breakthrough” opportunity is an idea that could grow (or at least protect) union jobs by linking:
1. A positive vision of sector reform
2. A concrete plan for funding
3. A campaign opportunity to execute
2. Providing strategic guidance and research oversight of the human services and childcare organizing programs
3. Providing bottom-line research management across all public division research teams, including coordinating learning and skill sharing across those teams
• Supervise daily staff research activity for the division, as well as interns, consultants and field researchers on a project basis. In coordination with the research department, recruit, hire, and train staff on research methods and techniques, specific industry issues, research project management skills, and organizational context of work.
• Assist in the development and implementation of major strategic organizing, bargaining, issue initiatives and campaigns with the divisions and coordinate research, writing and strategic support for such projects in concert with their division, other international departments and local union leaders and staff.
• Coordinate with other departments of the International to enhance efficiency and effectiveness of operations through establishing systems and procedures.
• Follows the policies and practices of the Research Department with regard to administration.
• Represent the International with local unions, prospective affiliates, labor task forces and committees, outside organizations and employers as well as at meetings and conferences.
• Testify as expert witness before state and local legislative and regulatory bodies as well as state and local impasse or arbitration panels.
• Initiate, author and coordinate production of resource and training manuals and materials for SEIU conferences, meetings and conventions.
• Develop and present training programs on organizing, collective bargaining, and research techniques.
• Supervise the following: research coordinators, senior research analysts, research analysts, research associates, clerical support staff and other staff.
• Perform other duties as required to support the department and its mission.
Education and Experience:
Master’s degree or higher in economics, business or related field or equivalent formal training and experience in advanced research techniques and research project management for organizing and collective bargaining or labor-related advocacy work.
Physical Requirements:
Work is generally performed in an office setting. Long and extended hours and extensive travel required.
