The Houston Organization of Public Employees (H.O.P.E.) is a dynamic and growing union Local affiliated with SEIU and AFSCME and representing 14,000 City of Houston employees.
The role of Executive Director is to manage and direct the development, supervision and implementation of all field, public affairs and financial programs and activities of HOPE. This executive director is accountable to the President and the executive board and the membership of the Local. In addition, this position serves as the COS to the President of HOPE. This position holds ultimate responsibility for the supervision of HOPE’s approximately 13 employees.
DUTIES:

Chief operating official of city workers local union. Direct all local union programs including organizing, political action, member engagement, and community engagement.

Develop and/or implement action programs to accomplish organizational goals and objectives adopted by the Executive Board or membership convention.

Oversee local operations, including finances and human resources.

Develop procedures as it relates to day to day affairs to facilitate implementation of the programs and goals of the Local.

Direct, manage and develop the Local staff.

Advise and assist the Secretary-Treasurer in preparing and monitoring the annual budget.

Report to the Executive Board no less than monthly on the financial status of the Local and on the Local’s programs and activities.

Participate in contract negotiations for Local contracts with employers.

Administer the budget adopted by the Executive Board and execute financial transactions and operations according to the policies of the Executive Board. Direct the day to day administrative and financial operations of the Local.

Communicate with AFSCME and SEIU International Unions in matters related to the status of the Local and its membership.

Maintain effective and appropriate relationships with partner organizations and officials such as other labor unions, government leaders and coalitions.
REQUIREMENTS: Bachelors Degree from an accredited college in labor relations, public or business administration, or related field preferred. Years of experience can be substituted for education requirement. The following knowledge, skills, experience and abilities:

5-10 years experience preferred in similarly sized and complex organization with a significant background in management of a similar sized staff and staff leadership/organizational development.

Experience in political and legislative affairs and public relations.

Leadership in a membership-driven organization desirable.

Coalition-building skills.

Experience dealing with operational issues, including staffing and budgeting for campaigns and/or projects. Experience exercising financial controls to spend in accordance to a budget.

Commitment to serving the Board, membership and the vision of the organization.

Ability to think strategically and to develop plans that meet strategic objectives.

Ability to manage multiple projects simultaneously, work under pressure and meet tight deadline conditions.

Commitment to social justice.

Must have excellent communications skills, be able to conduct meetings, and have excellent public speaking skills.

Must be able and willing to work long and erratic hours.
Compensation: Based on experience and qualifications.
