OVERVIEW
This position assists the CB&RS Director in all aspects of the Department’s work in the San Diego area. The Assistant Director is responsible for the development and implementation of a comprehensive steward’s program in collaboration with the Union’s Affiliate leadership, for on-going education and training of field representation staff, and for general supervision of the field representation staff, including corrective action when necessary. This is a Union management, exempt position.
DESCRIPTION of DUTIES
Collective Bargaining
• Acts as a lead negotiator for collective bargaining agreements, including developing and leading the Union’s negotiating team.
• Works with the CB&RS Director, the Union’s elected Officers and affiliate representatives to craft collective bargaining goals.
• Assigns Union staff to serve as backup negotiator; acts as a mentor to backup negotiators.
• Works with the CB&RS Director, the Union’s elected Officers and affiliate representatives to design, implement and manage the contract bargaining campaign.
• Provides negotiations skills training to Union staff.
Representation Services
• General supervision of the field representation staff.
• Responsible for field representation staff education and training; leads a field representation staff development committee to design and implement training agenda and materials
• Develops and implements a comprehensive, on-going steward/contract specialist training program in consultation with Union elected Officers and Affiliate officers
• Ensures the strict enforcement of, and adherence to, the Union’s collective bargaining agreements through the Union’s Affiliate and steward structure
• Monitors grievance activity to ensure strict enforcement of the Union’s collective bargaining agreements
• Determines, in consultation with staff, Union elected Officers and legal counsel, which grievances are taken to arbitration.
Other
• Attends biennial UNAC/UHCP convention
• Attends UNAC/UHCP staff meetings
• Attends Executive Council and Board of Directors meetings, as assigned
• Performs related work as required/assigned
DIRECTIONS and DECISION MAKING
This position works under the direction of the Collective Bargaining and Representation Services Director.
EDUCATION and EXPERIENCE
• Current, active RN, RNP, PA, or OD License or other appropriate professional license; if no healthcare professional license, B.A. or B.S., in a relevant field or background in labor movement and/or progressive movement. Good standing with BRN or appropriate licensing agency (if applicable).
• Prior experience participating in union negotiations.
• Strong leadership and motivational skills.
• Ability to work independently, manage multiple activities/projects and meet deadlines.
• Excellent interpersonal skills, ability to communicate and interact effectively with Union affiliate leadership and Union members, including excellent “one-on-one’ interpersonal communications.
OTHER REQUIREMENTS
• Salaried, exempt position; may require nonstandard work hours and/or weekend and holiday work.
• Extensive travel may be required, primarily within Southern California; current valid drivers license.

• Annual salary of $126,000 depending on experience
