The City of Santa Cruz received its first charter from the State of California in 1876. The charter specified that the City would be governed an elected body consisting of a Mayor and a four-member Common Council.
The Mayoral Historical listing was revised [by the S.C. City Clerk's Office] in November 2002 to bring consistency to the assignment of numbers. Numbers are assigned consistent with the practice of numbering Presidents of the United States as follows:
When a Councilmember is elected Mayor he/she is assigned the next sequential number in the Mayor's List. When a Mayor is reelected Mayor for a term with no break in service as Mayor the Mayoral number is retained. When a Councilmember is elected Mayor after having a break in service as Mayor, he/she is assigned the next sequential number on the list.
